Hello! Hostess Tami here with a card and an easy technique to share with you...
When you want to make a quick and easy - but colorful card using "outline" stamps, all you need to grab besides the stamps are some ColorBox Pigment Inks, a ColorBox Chalk Ink, Stylus & Tips and some cardstock. Here's the card that resulted from those limited supplies...
The stamped images were actually filled in BEFORE they were stamped! All you need to do is to lay the stamp on a piece of white cardstock and loosely draw around the outside with a pencil. Then use Pigment Inks, applied using Stylus & Tip to fill in the area, and blend using a clean tip or a paper towel. Then you are ready to stamp your design using a Chalk Ink in Black like Blackbird or Charcoal. And tada, a finished image all ready to cut out and collage on your card front.

I cut apart the lion's mane and "squished" it to give it some texture...
A white gel pen was used to fill in the circles on the hat and balloon...
The sentiment was stamped and cut out, then layered behind the streamers...
A few pieces of Bazzill's Just The Edge Cardstock Strips were inked and added as accents...
